Scott Evans - President

Lieutenant Colonel (Retired) Scott Evans retired from the United States Army in 2010 with over

27 years of military service. He is an assistant prosecuting attorney in Scioto County, Chairman

of the Board of Trustees for Shawnee State University, President of the Lawrence County

Veterans Services Commission, and an instructor at the Southern Ohio Police Academy.


Lieutenant Colonel (Retired) Evans is a graduate of Rock Hill High School, Ohio University, and

Capital University Law School. He also holds a Master of Business Administration (MBA)

degree from Defiance College and a second bachelor’s degree from Franklin University.

Additionally, he is a graduate of the US Army War College, the US Army Command and

General Staff College, the US Army Engineer School and the Ohio Military Academy.


Lieutenant Colonel (Retired) Evans served as the commander of the 216th Engineer Battalion

from 2003 to 2005 throughout a difficult yearlong mission with the 1st Infantry Division in

support of Operation Iraqi Freedom. Under his command. the 216th completed 350 missions and

500 combat patrols while in Iraq, earning a Meritorious Unit Commendation for their efforts.


Lieutenant Colonel (Retired) Evans was the first 216th soldier to enter Iraq and the last to leave.

He received the Bronze Star Medal, the Global War on Terror Expeditionary Medal, and the

Combat Action Badge for his service in Iraq.


In 2010, State Route 373 in Lawrence County was dedicated as the "Lieutenant Colonel Scott D. Evans Highway" in recognition of his exceptional military service. He is the only living military

veteran in the history of Lawrence County to have a state highway in the county dedicated in his

honor..
